The United Nations Relief and Works Agency for Palestine Refugees (UNRWA) announced that the Lebanese Ministry of Education and Higher Education has agreed to issue success certificates to all non-Lebanese students who passed the 2025 official examinations, including Palestine refugees from Syria, even if they do not have valid residency permits.
The decision covers all branches of the second baccalaureate certificate and technical and vocational certificates, enabling these students to receive the educational documents necessary to pursue their university studies or join the labor market.
UNRWA indicated that the decision came as a result of intensive efforts and collaboration with relevant Lebanese authorities to ensure students’ rights to obtain their certificates and to prevent their educational path from being disrupted due to legal obstacles related to residency.
The Agency added that it continues to coordinate with the Ministry of Education and Higher Education to facilitate the registration of Palestine refugee students from Syria who do not have valid residency permits in Lebanese universities during the next phase.
