During winter, heavy rainfalls result in serious material damage.<\/span><\/p>\n<p dir=\"ltr\" style=\"text-align:justify\"><span style=\"background-color:transparent; color:rgb(0, 0, 0); font-family:times new roman; font-size:14pt\">Civilians also face difficulties trying to reach workplaces and local markets due to exorbitant transportation costs.
